Multi-Tiered Systems of Support (MTSS)

MTSS is a framework to provide academic and behavioral support for all students based on their individual needs. Because different students have different strengths and needs, tailored levels of support are more likely to help them succeed in school. “Multi-tiered” generally refers to three tiers that correspond to different intensities of the support:

MTSS interventions are organized into three tiers of support: Tier 1, Tier 2, and Tier 3.

Tier 1, or school-wide support, is provided as the foundation of the “pyramid of support” to all students. In an MTSS framework, Tier 1 supports are intended to prevent challenges from occurring in the first place. As such, this involves teaching critical skills and behaviors that all students are expected to learn. For example, students learn core academic content through high quality evidence-based instruction in the classroom along with universal screening and progress monitoring. School staff also teach students clear rules and expectations for behaviors in and out of the classroom.

Tier 1 interventions are those that are applied more generally, and to more students. They involve more common concerns with academic acquisition or social/emotional/behavioral development. They are often implemented by classroom teachers with consultation from campus specialists, such as instructional coaches, our social emotional learning specialist, or grade-level counselors. 

Tier 2 supports are provided to students that need more than Tier 1 services to be successful. These students might struggle with  learning specific academic content, or have difficulties with meeting behavior expectations or developing positive relationships with others to an extent that it affects their progress. 

Tier 2 interventions are much more targeted, with individually tailored plans addressing specific goals around areas of concern. These may incorporate academic, social, emotional, and/or behavioral difficulties a student may be experiencing. Parent involvement at the Tier 2 level is very important in helping our students make progress. Campus specialists will be more directly involved in providing interventions when a student receives Tier 2 support. Progress monitoring will occur more often and systematically at this level.

Tier 3 supports are provided to students that have not demonstrated progress after an array of Tier 1 or 2 interventions and services have been provided. Usually, these students display more significant and continuous difficulties in academics, social, and or emotional/behavioral functioning. 

Tier 3 interventions are even more individualized, and typically involve greater involvement from our evaluation team. Referral for special education services may occur at the Tier 3 level.

In most circumstances, students should move systematically and stepwise through these tiers.
